Rough-legged hawks

Another hawk picture.
This time I think this is a pair of rough-legged hawks.  I have never seen one before. There are two in the picture....male and female look alike....they are called rough-legged because feathers go all the way to and cover their toes. They sit on small branches (see above), these are at our pond. It is unusual to see here in the summer...maybe in the winter. Either way never seen one before.
